In Texas, we count our BF rates likes this: the percentage of women who 
put the baby to the breast after birth even only once. So when we say we 
have a 75% BF rate at birth, that means 75% put the baby to the breast 
at some time, maybe one bottle of human milk or one nursing attempt. It 
does not mean 75% exclusively or mostly BF after birth.
