have you tried skin-to-skin contact - hours of it at a times till the baby
connects with  innate suckling reflexes and begins to lick and poke out
tongue naturally in his/her own time not with someone trying to make him/her
do what they want.  just a thought. also depends on the willingness and
patience of the mum.
