As far as I know, the eczema predates both pregnancy and lactation and was
diagnosed by a dermatologist.  I would be hesitant to prescribe anything,
especially since the dermatologist is handling that.  The mom's concern as I
understand it is if the stuff that is weeping out would harm the baby.

Is she absolutely positive this is eczema and a fungal source that could be
helped with the use of tea tree oil?  I've seen a hefty weeping rash on the
breast irradicated with the use of diluted tea tree oil.  Just a thought.
