There is no reason to do routine blood sugars on new babies.  Only
those who are at risk need this done. There is no evidence that
*asymptomatic* hypoglycemia (whatever it is defined at) has any short
or long term bad effects on the baby.

WHO has just put out a paper on neonatal hypoglycemia.  You could get
it from the nutrition cluster at UNICEF in New York.
