I hve had a few responses from the US and from the UK, and it
certainly seems this mother was ill-advised to use formula.

There just isn't any evidence, from what I can see and from what
people have told me,  that she would be putting her baby at risk by
bf with blood in the milk. It is a real shame the professional
staff's view of being 'cautious' is to use formula : (
