IBLCE held its organizational meeting in March 1995 and administered the
first exam in July 1995. About 25 individuals were "grandparented" because
they had intimate knowledge of and actually wrote the first batch of
questions.  All were required to recertify by exam by 1991 to maintain their
credential.  A few (3-4, perhaps) are still allowed to use the credential yet
have not taken the test because they are or were still either on the Board or
in staff positions which necessitated access to the questions.  When they
have had no access to the questions for 3 years, they will have to take the
test to continue using the title.  Many of the "grandparented" people took
the exam in 91. (We sweated it out like everyone else!)  A few of the
originals chose not to use the credential and have never taken the test.
