This baby did not gain anything between day 11 and day19.  That is never
normal.

We see lots of babies who are stooling "enough" but not gaining weight.
 Stools and swallows are two reassuring signs, but not a guarantee things
are going well.  A naked weight on a digital scale is the gold standard.  I
see babies who swallow like crazy, and the scale proves they are getting
nothing at all to very little out of the breast when weighed before and
after feeding. (I call them "spit swallowers")

If you (or someone) can weigh baby before and after a feeding, I bet it
will reveal poor intake. Then mom needs to start "triple feeding" ASAP...
breastfeed for some finite length of time (usually I say til no swallows,
but if swallowing spit, not helpfu;.  Maybe 20 minutes?) then offer baby as
much pumped milk and/or formula it will take, then pump with a hospital
grade pump until flow stops, then use compressions til flow stops.  Repeat
at least 8 times in 24 hours. Consider herbs.
