I would look at the guidelines of the Human Milk Bank Association of
North America (hmbana.org) , or the United Kingdom Association of Milk
Banks (ukamb.org). I'm sure there are other milk banking organizations
in other countries as well, but I'm not familiar with them. Each of
these organizations has guidelines for milk donors in terms of testing
for diseases that can transmit through milk, general health etc. When I
did some research on cross nursing, it seems that people use milk bank
guidelines in making decisions about cross nursing as well.

I'd be interested to see the pamphlet that you develop and in learning
more about wet nursing in New Zealand.
