Doris,
I would first be concerned that your mom is brewing an abcess.  It does not
have the typical yeast symptoms.  With a history of a mastitis and the
palpable tender ducts I would sujest an ultrasound to rule out an abcess, then
agressivlely try to empty those ducts.
