Baby Friendly probably has guidelines on formula purchase but I think there is a competitive bid process and no freebie incentives. My opinion is that the hospital formula brand DOES NOT HAVE TO BE THE SAME as the WIC formula brand. The WIC program (Women, Infants, Children public health program) also goes by competitive bid, I think, and I also think that every few years (3 yrs?) the formula brand changes at WIC so as not to have a monopoly in place.

The reason I feel the formulas can be different is that this would send a message to mothers that formula is a product that is regulated by the FDA (Food and Drug Administration in USA) and they can choose one on their own based on price or other factors they consider to be important. Just like they choose a can of beans at the store.
