Any care plan is going to be more easily followed if the mother helps
design it, and some thought is put into the logistics to make it easier.

I frequently recommend pumping when infants are not stimulating the
breast well.  Some ideas that make it easier for moms to actually get to
the pumping include:

keep ineffective breastfeeding to a minimum (few moms have time to pump
after an hour breastfeeding!)
keep the pump conveniently available (hooked up and near a comfortable
chair in the living area, not hidden away in a bedroom)
encourage mom to "cluster pump" up to every 45 mins for a few hours,
then take a nap, then cluster pump again (this is helpful for momswho
need a quick boost to the milk supply, and only needs to be done for a
few days). encourage her NOT to wash the kit every time she uses it (for
a healthy full term infant), but to cover it with a clean towel or
receiving blanket and wash every 4-6 hours (justifiable on the room T
storage safety of human milk)
teach mom to jiggle baby on knees while pumping if necessary
encourage dad/grandma/whatever help mom has to take care of mom's needs
and the household.
Finally, I share Judy LeVan Fram's trick for keeping track of pumpings:
Judy tells moms to put 8 or 10 small candies or nuts or dried fruits on
top of the pump in the morning, and eat one each time they pump.  Both
an easy tracking system, and positive reinforcement in one!  (Brilliant,
isn't it?)
