I think the point there is that whilst some babies need supplementation, 
they never 'need' formula.  They need human milk, and then, If All Else 
Fails, they should move down to 4th choice - formula.

"Needing supplementation" = "Needing formula" is doing the formula 
companies' work for them.

"Needing supplementation" = "Needing mother's milk" either from that 
mother, or another one, is the pathway we need to keep in the public 
perception.  :-)
