I don't want to wee on anyone's bonfire BUT this troubles me

"Mothers may not be aware of the threats that infant formula and other
supplements pose to their babies. Tainted water used to mix the formula and
unsanitary bottles or cups can cause a baby to get sick with diarrhea, which
can kill," said Bolles. 

It suggests that formula feeding is only dangerous because the
water/equipment is not clean.  Formula feeding is dangerous.  Bottle feeding
in emergencies is deadly.  Formula feeding, even under first world
conditions causes a five fold increase in hospital admissions amongst
infants for diarrhoea and a two and a half fold increase for pneumonia.
Most of those babies who would be admitted to hospital in countries whose
citizens have access to universal health care would die in an emergency.
The message needs to be "feeding your baby anything but breastmilk causes
diarrhoea and pneumonia.  If you can't breastfeed your baby, please go to
XXX clinic."  XXX clinic should then provide relactation/ artificial feeding
support (minimising the unavoidable risks by teaching proper preparation and
cup feeding).
