Sounds like this little one has sensory processing issues.  It's not 
unusual for babies who are early (especially those who spent time in the 
sensory bombardment of the average US NICU) to be somewhat sensory 
defensive.  This mom has her hands full, but it sounds like she is a 
great match for this little guy.
A good read for this situation is "Sensory Integration and Self 
Regulation in Infants and Toddlers" by Williamson and Anzalone (Zero to 
Three is the publisher).  I have no financial interest in this book.
