As odd as the new FDA proposals may be ( pregnancy, menopause, and aging but
not, as yet, lactation, would be redefined as diseases), it has not been
proposed that HCPs wouldn't be able to educate patients about herbs or suggest
them for problems.

Current FDA regulations disallow those who sell herbal products from making
any health claims, as defined by the FDA. HCPs, herbalists, etc. are free to
discuss and suggest herbs and herbal products as this is freedom of
expression.  Only when they are selling the product do their actions fall
under FDA regulation as currently defined by the DSHEA legislation.
