Anne,
Does this mom have any other symptoms like eczema or psoriasis? Scaly
skin and success with steroid cream sounds like could be that. I can
tell you that dermatologists cannot always give you a definitive
diagnosis and are not always sure if it's eczema/psoriasis/contact
dermatitis. She could look into this further.
