What most likely happened with your mother of twins is that she was told
early on to over pump. This is commonly told to folks, because there is
still this idea that twins or higher multiples can't be breastfed
exclusively. Often since they arrive early mom does have time to get an over
supply going, before babies get to the breast. For small babies this means
that she has plenty of milk to work with and helps to assure that babies
that even not very good at nursing, still get a bountiful supply. But then
in this moms case she needs to assess how well each  baby transfers milk and
adjust her pumping appropriately. There is no reason except misinformation
to have that pump turned up full blast.
