Actually, the way it is presented is that the standard date at the usual fee is in July and those who are ready earlier get an early bird discount - which has certainly been offered in previous years.  So you aren't being cheated :-)  The standard date has been brought back a month from August, and the late October date has been removed - all with plenty of notice.  Obviously this helps  the administrators with the annual updating of the IBLCE registers in November each year.

You have a variety of options to get some more CERPs by February 29.  In the Guide to Individual CERP Application Guide through your regional website (from the international website, the link is http://www.iblce.org/upload/downloads/IndividualCERPsGuide.pdf ) there are a few ways to get free-to-reasonably priced CERPs.  Eg if you give lactation training to your peers, you can receive 2 CERPs per hour of instruction.  You can also claim individual CERPs for in-service lactation training, if you have participated.   You can claim 1 CERP for each 2 hours of observing a current re-certified IBCLC.  You can get online CERPs, and at least one well known online provider has a discount price for the next couple of days.   Be sure to see YOUR regional IBLCE website for details and updates on requirements.  

It's worth it for IBCLCs to aim to get enough CERPs in the first couple of years not to have this pressure in the final year - I know that doesn't help if you are already at the 5-year stage!

Anyone with a major issue regarding payment for exam or CERP fees may apply for a MILCC scholarship with supporting financial documents.  The deadline ends 31 Jan each year (ie TODAY for 2012) but the CERP application and all hours need to be complete, and submitted with the MILCC application, and if you are not awarded a scholarship, you will be liable for the early bird fee.
