You might try an anonymous query of your area's Child Protective Services organization. The father of a coworker of mine was a CPS case worker in my state, so I asked her to ask him about callers reporting on toddler and young child nursing. I was there in her office cubicle when she called him.
He said they would not respond to the report. They are interested in abuse and neglect, not in breastfeeding - even long term BFing.
