Allergic reaction to something?

Pump shields, breast pads, soap that she washes her bras in?? Are the pump
shields latex-free? Any neosporin use? Lanolin?

The hydrocortisone would help suppress this (as well as eczema and
psoriasis) and then it could re-flare when stopped.
