I think donated human milk should be available *free* for all mothers
who want/need it for their babies. It should be *donated*  by
warm-hearted volunteers (just as blood is, in many countries, anyway)
and the system should be administered by a publicly-run scheme paid
for out of taxes.

There should be as many milk banks as needed, accessible (like an ATM
or cashpoint)  with a Mother's Swipe Card, to get fresh, pasteurised
EBM in a carton 24/7.  The Mother's Swipe Card is needed, to ensure
the EBM only goes to those who are entitled to have it...and not to
those who would make exotic party cocktails, or even a rice pudding,
with it.

There should be no finanial incentive to sell it, and no financial
penalty for needing it.

Anything else makes a commodity out of a human need and a human kindness.
