There was an article by Praborini published in the Journal of Clinical Lactation last year in which a continuous combination birth control pill was used to successfully induce lactation among adoptive mothers:  https://connect.springerpub.com/content/sgrcl/10/3/127
However it wasn't a factor that was controlled in the study and there were other physical techniques and galactogues used in addition to the BCP.

The Nemba study from Papua New Guinea  Anne mentioned might be the most helpful because the mothers who had never previously birthed took depo provera and those who had previously birthed did not.  Those who had never birthed but took depo provera actually had better outcomes (more milk production) than the other group.  It must have been the influence of the depo provera since a previous birth would only benefit ability to make milk.
