Here is the suggestion made by my source...  They are exempt.  In lieu
of fasting the woman can make a modest donation to charity. 
Unfortunately there can be cultural pressure to fast even when someone
shouldn't fast.  When people are not well educated in Islam, they often
follow their family or cultural tradition.  Perhaps it would help the
woman to know that her fasting while lactating is harming her baby.  A
local imam might have more influence.
