Mike Polk was right. . . this is a very complex issue.   And yes, in
theory, ROPA is supposed to BE a register of professional archaeologist
(in fact it may be what Mike Rodeffer heard about), BUT there has been
much discussion about the potential sucsses of ROPA (I mean beyond
SOPA).
 
As Mike Polk could tell you, there has been much discussion regarding
ROPA/SOPA/qualifications on the ACRA-L, a list for those involved in
CRM.  If you wold like their take on the subject (and believe it may
fill volumes) check out there archives at:
