ERIC (the Educational Resources Information ClearingHouse) tried to do
the same thing for educational reports and articles.

As long as they got a federal subsidy and grant, they existed. But as
soon as the monies dried up, "poof", they disappeared.

The biggest problem with such a clearinghouse, even if it is virtual,
would be the storage required to keep all the records.
