Wow...thanks for finding that. The bill's sponsor is a faculty member
of Stony Brook University's Earth and Space Sciences, in the Geology
department, who decided, to help protect the pine barrens and aquifer
on Long Island to run for office and has been in office for a number
of years. He also had an interesting archaeology site under the
driveway he was digging for his new garage 30 or so years ago, which I
think was published.

From what I can tell it's in the second round with the New York State
Republican led majority as of yesterday. The head of Parks Recreation
and Historic Preservation, an appointee, Bernadette Castro, once ran
against the senior U.S. Senator of New York State Senator Moynihan and
lost. An heir to the "Castro Convertible" furniture business, she has
been in office a number of years, in other words she did not run
against the former First Lady, U.S. Senator from New York Hillary
Clinton, the junior Democratic U.S. Senator. This bill is currently in
the New York State Senate in Albany. I hope they pass it.
