Perhaps you could be a bit more specific about the area you are talking about, perhaps a nearby city or something. The first thing that comes to mind, now that you have described the situation a little more fully is: has anyone inventoried the native pollinators? Perhaps it would make better sense to cultivate native bees or other pollinators. Bumble bees in particular are much more effective at pollinating blueberries than honey bees. Many growers find that local pollinators are adequate but there also ways to encourage and/or propagate them.
