My apologies.  I should have provided a link to the page I cribbed the earlier reply from.  It has some nice pictures that make the distinction clearer.

In case the pictures are broken (they were working earlier today but appeared as blank space a few minutes ago), a pseudostem is the round part at the bottom of a grass plant that looks like a stem (with the blades of grass branching out above it) but which is actually composed of the tightly rolled blades themselves.
 
I should also have noted that there is an entirely different plant also called "citronella" that's in the geranium family, 'Pelargonium citrosum'.  It smells a bit like the citronella grass but otherwise can not be confused with it.
