This is a classic "All beekeeping is local" discussion.

I agree with Peter but, if you are located in a "mild" winter climate, then
opening a hive would probably have little effect as the bes could regroup
with fewer issues. Here in Maine it would have a major effect but... I have
had hives toppled by wind in the middle of winter, which I quickly righted,
and they made it through but barely.
