in the bee books) not simply fill out a form.

The problem with this is, as I see it, there is no fast and ready proof of loss from modern pesticides like there was in the past. Most of us have seen the piles of bees dead in front of the hive from spraying episodes. Today we wonder if the neonics cause a small loss of bees which is almost impossible to verify.
