You can move the hive with the bees outside without scraping them off.  Take a
large piece of window screening and place the hive in the center and then wrap
the remaining screen around the hive and tie or maybe tape it together at the
top.
 
As for the bees swarming you should have a look inside to see it there are any
queen cells.
 
Hope this helps some,  I'm jealous of you warm weather, wish I were there.
