Here is the key question for me,  "What does the pollinator act seek to accomplish"???   therin lies the fundamental.  If the goals and actions are to be good stewards and monitor things closely...  then fine.   What most seek is banning certain things (which helps others)  or some sort of monetary compensation or penalty.

I have not read (and Congress won't either) the act,  so its an open question.
