Apperently I would say you don't live in the Midwest.  Your guessing and
reading articles.   Little to no changes have occurred here because of this.
Some switch to corn instead of beans (higher prices)  which are gone now.
Yes some ground did come out of CRP and others went back into the program.
The missing fence rows and alfalfa are 2 different issues.  The fencerows
have been gone since the mid 80's   Alfalfa went the way of small farms and
cattle.  Alfalfa/ clover was always grown for the cows.  (some nitrogen
fixiation) but the cows are now in colarado.  Small lots of cattle and milk
cows are rare.
Absoulutly no correlation to the bill you mention.

That standard is what caused farmers in the Midwest in recent years
to tear out tree belts, fence lines and similar places where wildflowers
once 
grow to make room for more corn and soybeans.  And caused them to farm
more conservation reserve program land.  And caused them to grow more corn 
instead of alfalfa and clover.
