Perhaps the most useful figure would be the total honey harvest divided by
the number of hives upon which the beekeeper placed supers in expectation
of a harvestable surplus crop.  You'd include in the count any hives that
failed while supers were on, as well as those that didn't put any weight
into the supers.

If one digs into the brood chambers to steal additional honey, which is
later replaced by syrup, that wouldn't count.

The above would give an honest and comparable figure, reflecting the actual
surplus honey crop.
