I am not a pediatrician, but I remember when they were stopped here in the
Northeast USA.
As I recall frenotomies (sp) were discontinued about the same time
circumcisions were stopped being performed immediately following delivery
in the delivery room, r/t cold stress of the newborn and stablization of
infant.
