Why isn't this discussion phrased as "Women who breastfeed should not
smoke."

I was at a grand rounds as a resident where a speaker had nicotine on a list
of drugs contraindicated in breastfeeding. He cleary expressed his view of
"Women who breastfeed should not smoke" not "Women who smoke should not
breastfed."
