It is very easy to do and could be done with anyone with a small pair of
sterile scissors, a good light and a steady hand (actually any sort of
needleworker would have better fine scissor skills than some doctors!).
HOWEVER, b/c of legal issues I don't think the time is right for advocating
that it should be done by IBCLCs .... YET.
