Lisa- I should get that number when I go to Florida.
In Colorado there are cards you can pick up at the
liscense plates offices that you can fill out and mail
in- postage paid if necessary, and the car owner will
be sent a packet of information on the laws and the
need for them.  I carry a stack in my glove box.

In California, they attempt to catch the perpetrator
in the act.  Makes it much harder but you can provide
the liscense number and an idea of where they are
going and they will try to rush a police car there.

Maybe it makes sense to find out what options your
state has for enforcement?
