out of line?"

No! If the IBCLC certification is "the gold standard" of the profession (and
a fairly new profession, frequently struggling for recognition), then the
only way for the designation to maintain its value is for those using it to
conform to the requirements. By definition, recertification is required
every 5 years - if she doesn't recertify, she's not IBCLC!
