The scenario you mentioned at WIC seems strange.  Could an exclusively
breastfeeding woman be given formula checks - unfortunately yes.  But while
she is physically there at WIC being told that she needs a doctor's referral
for her to get food - ???  It doesn't sound right.  If indeed she did get
formula checks for her exclusively breastfed infant she should see the WIC
director at the agency.
