Before stopping breastfeeding, which may be impractical anyway,
because the baby may not drink formula, why not try adding solids to
his diet?  By slowing down gastric emptying, this may make a
difference to the blood and mucous.

The answer to all your questions is yes.  Why not try mother off milk
protein?  What formula did the doctor suggest?  If it contains milk
protein, things will not improve if this is the cause.  If he
suggested soy or hydrolyzed, the baby may not drink it.
