Dear Constacia,
From the description of the events, twin #2 appears to be having the
continued episodes of turing blue.  At this point I would insist the mom have
someone recheck this baby out, the heart, and if that is normal then some
close monitoring of the suck/swallow/breathing.  In the first couple of days
of life you can contribute the mucous and the transition of the vesels
closing to transient episosodes of turning blue but not after that.
