FDA's regulations, not guidelines, are published in the Code of Federal
Regulations, No 21, parts 100 to 169, revised April, 1996. The information on
infant formula runs from  pg. 181-190 #107.10 and consists of five parts, A)
general provisions, b) labeling, c)exempt infant formula, d) nutrient
requirements and e) infant formula recall. Unfortunately, you have to
purchase the entire book which runs about $15.00 from:
US Govt Printing office, Superintendent of Documents, Mail stop:SSOP, Wash,
