Pamela,

Does this mother use disposable diaper as in the US?  I didn't even know
if they were available.
This would be the first thing I would stop using.

If using cloth diapers, It could be the way she is washing & drying the
diapers.  Commercial laundry soap, softening agents, and/or dryer sheets
could be causing the problem.

My .02 as a mother who has washed many a cloth diaper & bought quite a
few disposables over the years.
