Bag balm is worse than useless for lumps from retained milk. Wrong remedy. She needs to express or pump just enough for comfort until supply decreases, which will happen when most of the milk isn't removed. Cold packs and/or cabbage leaves will help somewhat, and at least will feel good. Why on earth did she wean so abruptly?

Putting bag balm on breasts full of milk would be like using hand lotion on a sore belly, when the appropriate remedy would be to empty the full bladder that is making the belly sore.
