How about a supplementer at the breast?  If he is not refusing, but needs
supplement for now, this should work.  It could entice him to eat, mom could
still pump after to increase her supply more if needed.  You may need to make
the dr. aware of this option.  Make sure he realizes that you can see the
amount of supplement in and will follow wts.
