Rose Marie,

It generally takes 6-8 weeks to begin milk production when using a breast
pump.  Sounds like this mother is beginning production.  I would strongly
recommend the use of a breastpump to give additional stimulation as well as
to provide her with reassurance that she is producing.  When mother's use
any supplementer at breast their chances of success are only increased with
the frequency that they pump.
