I would quess that there really isn't any breastfeeding taking place.  If the
mom's are bottle feeders and considering what the majority of police officers
know about lactation, I would bet the "Bandit" Exposes her breast and nipple,
places the infants mouth in close proximity to the nipple without any latch
on occuring.  It propbably looks like she is attempting to BF than actually
doing it.

P.S. I can just see the lactation savy officer (Like Joe Friday) saying,
"Ma'am was the infants mouth open wide, with the correct head alignment and
support?"
