What about having the mother of the fussy twins use a sling?  Or even 2
slings?  It might quiet them, if she's shown how to use a sling
effectively.  And if they quiet, she might be able to feed them more.  And
if she feeds them more, they might *stay* quiet.  I can't imagine keeping
my sanity with *two* babies who cried all the time!  This poor mother may
just be shutting down in order to cope.
