Dear Jeanette and others,

The "basic test" is the IBLCE exam. It was designed from the very start to
identify the "bottom line" knowledge needed by anyone who interfaces with
moms and babies. In 1982-85 when the foundations of the exam were being
researched, over 60 experts around the world were asked about the "basics."
That task analysis/role delineation survey was repeated in 1993 with similar
results.

Somewhere along the line, the idea of a lesser credential got started. It's
been my experience that "educators" quickly realize they need to learn the
management stuff in order to be effective. For those who want to establish a
"starter" credential instead of using the already-established IBLCE exam, I
would ask: what part of the IBLCE exam isn't needed in your setting?  And why
isn't it needed?

The way the IBLCE exam is designed, the fact that it is accredited by the
National Commission for Certifying Agencies, and the fact that this is an
international, cross-disciplinary standard is legally defensible. Other local
credentials may not be so readily defended as to their content or procedures.
